EEA 4 - Two important questions

Hello everybody!
I would very much appreciate if somebody helped me to clarify two issues regarding EEA 4 application. I (EU citizen) already have my PR, we're using EEA 4 to apply for my husband's (non-EU) PR.

1. I understand that since I already have my blue PR card and I received it less than 2 years ago, I don't have to send any documents proving that I've been residing in the UK. Is that correct? It is stated on the application: "If your EEA national family member has a Document certifying permanent residence: proof that they have not been absent from the UK for more than 2 consecutive years since they gained the right of permanent residence. This can include tenancy agreements, utility bills and bank statements".

2. I'm also confused in regards to CSI. It says on the EEA 4 applicaiton:
"As evidence of comprehensive sickness insurance:
You must provide either a private comprehensive sickness insurance policy document that covered for medical treatment in the majority of circumstances, or a valid European Health Insurance Card (EHIC) that covered the 5-year period of residence in the UK".
Do I have to provide evidence of CSI or my husband? I was convinced that non-EU spouses of EU national are treated as 'dependent' on their EU spouses and therefore if the EU spouse works, the non-EU is automatically covered. I'm worried as my husband got the European Health Insurance Card (EHIC) a year after we got married therefore it does not cover the 5-year period of his residence in the UK.

Thank you in advance for any comment/advice.

1. This is correct.
2. CSI is not required if the EEA national works. The EEA4 form is not really clear about that.

Just send your PR card with the applications and proof of residence for the 5 years for your husband. That's all.

Relax, as you already have PR and demonstrated that, the CSI bit does not apply to you or your husband.

Thank you guys for your replies :) They mean a lot to us. As I realised long time ago that calling HO is a waist of time and money (they hardly know anything even though it's their job) I find this forum extremely helpful and simply amazing.
I was also wondering about one more thing. I heard from someone that if the EU spouse has the British citizenship while applying for the non-EU spouse PR, the non-EU spouse can apply for naturalisation straight after getting his/her PR. Do you think it's true?

Yes.

A spouse of British citizen can apply for naturalisation the day they have obtained PR assuming the meet the requirements.
