EEA4 Application without Sickness Insurance- other routes?

Hello,
I am currently on a spousal visa, I am Canadian and my partner is an EEA national who has resided in the UK for over 7 years. I have resided in the UK for 6 years and we have been living together for 6 years. My current spousal visa is due to expire soon and I have been directed by the UK Border Control website to apply for permanent residency through the EEA4 form. My husband was a student for most of the time but had no sickness insurance, which they require proof of. Therefore we are unlikely to pass the application.
As we cannot prove my husband exercised treaty rights without the CSI proof, are there any other routes for me to stay in the UK?
