Does my father-in-law qualify as a dependent?

Hello all,
Hope you guys can help us out. I've done a ton of reading, but the whole process of applying for my father-in-law is quite new to me (only have one after all)
So, my wife and I (I'm German), live in the UK. My father-in-law lives alone in Dhaka, Bangladesh. We send him money every month for his expenses.
His health has been deteriorating quite a bit in recent months. Diabetes, bad eye sight (AMD), problem with the knee, and more.
We want to look after him, and bring him here to live with us. I got proof of exercising my rights as an EEA national (I work here Full-Time), we have a marriage certificate to proof we're related, a TB test and medical notes and records to confirm his declining health.
My questions:
Are we missing anything?
Does my father-in-law qualify as a dependent?
OR: If you've had experience with a similar situation, What could go wrong in our application?
