No COA for EEA EFM Applicant?

Since 17/02/2018, when my unmarried partner enrolled her biometrics, we haven't received her COA...QP application as working in UK for more than 3 months
PLUS
Non-EEA durable partner (EEA-EFM).
Both submitted as part of the QP application, which allows both to be submitted simultaneously, through the online system.
Application submitted online: 01/02/2018
Application posted on : 02/02/2018 (accompanying documents (weighing 1.9kg -- paper only!) submitted via European Passport Return Service Office, for BOTH of our applications)
Payment taken on : 02/02/2018 (Online payment)
Bio letter received on : 14/02/2018 (Dated: 09/02/2018)
Biometrics Enrolled on : 17/02/2018
COA :
Resident Card Received on :
Documents returned :
Let the life-changing "decision pending"-wait begin...
Is there a reasonable explanation for this?
