No COA for EEA EFM Applicant?

QP application as working in UK for more than 3 months
PLUS
Non-EEA durable partner (EEA-EFM).
Both submitted as part of the QP application, which allows both to be submitted simultaneously, through the online system.

Application submitted online: 01/02/2018
Application posted on : 02/02/2018 (accompanying documents (weighing 1.9kg -- paper only!) submitted via European Passport Return Service Office, for BOTH of our applications)
Payment taken on : 02/02/2018 (Online payment)
Bio letter received on : 14/02/2018 (Dated: 09/02/2018)
Biometrics Enrolled on : 17/02/2018
COA :
Resident Card Received on :
Documents returned :

Let the life-changing "decision pending"-wait begin...

Since 17/02/2018, when my unmarried partner enrolled her biometrics, we haven't received her COA...

Is there a reasonable explanation for this?

The HO should give you a COA within 21 days after biometric enrolment. In this case, call HO(the EEA approach number) and tell them your situation. They should be able to give you an email address to make a complaint to the COA team. That's what they told me on the phone.
