I would be extremely surprised if this were the case. Do you mean they have lived in the UK for less than a year, or that they have lived in the UK, whilst been married, for less than a year?

What you suggest he should report this error or apply citizenship after 1 year?

This won´t work.
https://www.gov.uk/apply-citizenship-in ... -to-remain
Residency requirements
You should have lived in the UK for at least 5 years before the date of your application.

5 years residence, which must INCLUDE one year on settled status. As the OPs friend has only been in the UK for 1 year, he won't qualify for citizenship in one years time.

If it's in the list of things you need to prove, then it means you need to prove it and they are going to check it.

I strongly encourage you to read the whole page of the link I shared above. It says that Settled Status is one of the requirements, and it also lists the additional requirements you need to meet, for instance, proving you were in the UK 5 years before the application. There are also other requirements, like proving your knowledge of the English language and passing the Life in the UK test.

The answer to your question is a flat NO: it is not enough to just have Settled Status for a year to qualify for British citizenship, you also need to meet other requirements, one of which your friend clearly does not meet.

It is clear that pursuing a British Citizenship application in his case would be to game the system by exploiting what clearly was an error, so kindly desist of asking any more advise on pursuing this.

1. Can you please desist from tagging your questions onto other members topics and creating confusion.

2. Start your own topic on the citizenship requirements in the British citizenship sub forum. These questions are NOT relevant to the EEA Route Applications sub forum.
