EEA Family Permit

Hi everyone!
Can you help please guys
I’m an EU citizen My non Eu wife just got family permit approved on 07.05.19 expire on 07.11.19 the travel date we put on the application was 15.04.19 the ukvi took longer to process the application
Well now we decided to join me on the 26.09.19 because of her work and we have booked holiday in September so later she can come and apply for residence card
Will that be alright ?
Someone told me she has to travel within 28 days after got FP approved!! Is this correct?

I found this post. From what other members say, this is only a suggestion, so that you don't have to apply for more than one extension of your visa under the Tier system, for which you can only apply less than 28 days before expiration of visa, in particular, before you can apply for ILR. So following that logic,

1) No, t's not necessary, only suggested.
2) It doesn't really appear to apply for FP, since it is not under the Tier system (for which the 28 day rule allowance does not apply).
