Your wife can't apply for British citizenship unless she acquires settled status, currently known as Permanent Residence (PR) for people under EEA rules. Based on EEA regulation, that is only possible after 5 years of residence in the UK. Assuming that the UK could leave the EU as early as this October, all EEA related immigration regulation will be phased out and the PR status will no longer exist.
Read on the EU Settlement Scheme: https://www.gov.uk/settled-status-eu-citizens-families
I believe Surinder Singh route family members cannot apply online and should contact the EU Settlement Resolution Centre to find out how you can apply.

Apply under the settlement scheme for now and keep up with the changes after Brexit

I provided enough information for you to read. I suggest to go through them and read them :!:
I repeat that for now you should apply under the scheme and wait for the further developments on Brexit in the coming months.
There will be no change to the rights and status of EU citizens currently living in the UK until 30 June 2021, or 31 December 2020 if the UK leaves the EU without a deal. You and your family can apply to the EU Settlement Scheme to continue living in the UK.
