There is no way of "registering as UK resident" other than applying for Pre Settled Status (or the soon-to-be retired EEA QP card). So a Pre-Settled status application is the actual way of making yourself known to the Home Office as UK resident.

The onus is on you to collect enough evidence that you moved to the UK before the applicable deadline (National Insurance Number having received contributions from your employer, plane tickets, registration with a GP, rental contract, payslips, bank account...).

As the previous poster said, the burden of proof is on you, not on the Home Office. You have to be able that you entered the UK before the Brexit date and started exercising treaty right. It means mainly either working or registered with a Job Center as Job Seeker... etc. If your intention is to move to the UK to live, you can rent a room in a shared accommodation or rent a studio. Go to the Job Center and book an appointment for a national insurance number, start looking for job... etc.
But if you just show a plane ticket and 3-day Airbnb booking, you just demonstrated that you are a tourist.
Thank you for your answer. My aim is settling UK in 6 months but I have to go back now because of my non eu spouse. Due to no deal Brexit, I want to enter UK before 31 January. I need to bring my family and also find a job in this 6 montha. I will definetely go to Job center as you adviced.
