Apply for new FP with existing one while waiting for EEA2?

Hi!
I hope to get some help here as the UKBA was not really able to assist me.
My wife has been granted a FP back in October 2010 which will be expiring in mid April. She is currently living with me in London and we applied for the PR via EEA2 on Feb 17, which was received by the UKBA on Feb 18.
When I called two days ago they had not yet assigned a HO reference number and reading through various posts this does not seem unusual.
However, as we have a trip to the States scheduled for Easter (after her FP expired) we will need her passport along with the issued PR in order to apply for any foreign visa (3 month visa rule, as her exisiting FP will expire even before the trip).
Given what I read it seems impossible to hope for the PR to be issued on time to get the US visa issued as well. Furthermore, my wife would like to travel abroad to both visit her own family and for elections in June and to visit my family in the next few months. But without a PR she cannot re-enter the UK.
As we really want to avoid being stuck here for 5-6 month without the possibility to travel, I was thinking of requesting a return of the passport, sending her home for a family visit asap and then re-applying for a new Family Permit abroad. I believe this way she can re-enter the UK and have the flexibility to travel while her EEA2 application is stuck in the queue to get processed.
My question basically is whether it is possible for her to go home to Turkey as soon as she has a HO Ref and then apply for a new FP (while the existing one is still valid till mid April). Thus having a visa for the UK that is valid more than 3 months and we could then apply for the US visa and a Schengen visa for the remainder of the time till the PR gets issued.
Anybody aware if this could work or is it not possible to apply for a new FP while the current one is still valid?
Any help/advise is greatly appreciated!
