EEA family permit help!

Hello i really need any advice regarding to this matter please.
My partner is french and im Colombian, we have been in a serious relationship for 3.5 years and lived together couple of months in London and he came to live to colombia with me in total 8 months, we applied for EEA family member few days ago in the British Embassy in Colombia, we gave proof of our relationship, like, call records, pictures, e-mails, and all financial support as we gave even his contract to them, he has live in uk for about 5 years , just 8 months away that has been in my country but the answer was:
You have stated in your application that you are not currently married to EEA national you are applying as the family member of. We can therefore not be satisfied that you are married to a European Economic Area National.
I therefore Refused your EEA family permit application because im not satisfied that you meet all of the requirements of regulation 12 of the immigration (EEA) regulations 2006.
We are thinking that he comes next month and to get marry in my country and then to do a new application, but i dont know if that will be too soon because the refusal was 1 weeks ago, we really want to be together, we love each other, we wouldn't like them to think we are gonna get married for something different that our love, we wanted to have time to get marry with both families but if we do it like this, it is not going to be possible... or i don't know if anyone advice me to appeal to get the family permit under the unmarried status..
