FLR application from India - 30 day rule

I am an ILR holder in the UK. I recently got married and I am planning to apply for my Wife's Visa. I have few questions which would require ur help. This board has been very useful through out hence i thought this is the best place to ask.

Please Note: She is applying from India

1. Which category should I apply for my Wife's Visa? - FLR(M)?
2. Do we need to show any additional maintenance in addition to the salary limit?
3. Does she need to take additional English learning tests?, She did her studies in London. - Bachelors and Masters. If No, just the copy of degree certificates are enough?
4. I can see a notification in VFS india website about a 30 day rule. Not sure if I understood correctly, but let me explain what i got it.
- So if my wife applies for her dependent Visa now, she will only get a 30 day valid sticker in the passport and she has to travel within that 30 day window and collect her BRP from UK post office. If she couldn't then she has to reapply for Visa again paying a full £965 fees.
- That been said, the date in the notification below is mentioned as 15 April 2015. My friend applied for his wife's visa on 27th April 2015 and she got her passport back with a 33 months Visa and there is nothing like 30 day thing. So I am confused if this doesn't apply to ILR dependant.

My wife is in her notice period at work but would like to fly to UK immediately after the notice period. We cannot wait for the Visa to get processed due to some personal reasons.

Can one of you please kindly help with my qns above?

She will be applying to join you, the same as your friend. The biometrics is a new procedure. Inform them, if she expects to delay her travel.

Her UK Degrees should be sufficient to satisfy the English A1/B1 requirements.

Thanks for the reply. So you are suggesting we can actually provide the travel date in the actual form? Since the form is online its hard to see unless we start filling.

I believe that they ask for intended date of travel. Unfortunately, they also sometimes ignore the answer. If they ignore the answer, then complain.

How do I travel to the UK without my biometric residence permit?
Successful applicants will be issued with a vignette in their passport which is valid for 30 days from the date you indicated as
your intended travel date in your visa application.The vignette is proof only of your permission to enter the UK and will allow you to travel to the UK If you do not travel to the UK within this 30 day period, your visa will expire and you will need to apply for another 30 day visa.
You will have to pay a fee for this. Your full leave conditions are contained on your biometric residence permit which you
must collect on arrival in the UK

I am thinking of explicitly mentioning this in the covering letter to issue accordingly quoting this guidance doc.

May apply for a replacement, costing £122.
