There are 2 ways to meet the financial requirement, either by income or savings (or a combination of both to offset the low income).
If you are relying on income alone, then you do not need to show any savings. For your spouse and one child, you would need to show earnings of at least £22,400.
If you earn lower than this, then savings can be used to offset the lower income for which the first £16,00 doesn't count.
