Spouse Visa extension in Feb'20, can she travel in Jan'20?

I am a British Citizen and married to my wife who is an Indian citizen. My wife came to the UK in June 2017 (2 years) and holds a BRP (based on a settlement visa). Her BRP expires on the 24th Feb 2020.
I have two questions:
a) when should she be applying to extend her BRP
b) when can she last travel outside the UK and come back. She plans to visit India in Dec 2019/ Jan 2020 for a family wedding. Can she travel out in Dec 2019 and come back to the UK in Jan 2020 if the BRP expires in Feb 2020?

a) 28 Days before completing her 2.5 years from the date of arriving UK or anytime before expiry.

b) no issue
