FLR(M) - apply further leave 28 days before extant leave or 28 days before they completed 30months

Hi,

I was reading guidance on family 5yr route and came across below:

A person in the uk with entry clearance or limited leave to remain granted on the basis of family life 5 years route, in an application made from 9th july 2012, should apply for further leave to remain no more than 28 days before extant leave expires or no more than 28 days before they have completed 30 months in the UK with such leave.

My wife is on spouse visa 5yr route, her leave expires on 18th august 2019 and she came to UK on 21st Nov 2016.

Can we now apply for her 1st extension on the basis of 30months ? Or do we have to wait for 28 days before extant leave expires?

Yes, counted from date of entry to the UK.
