I believe that question prompts the need for a signed consent form from the joint account holder for the Home Office to verify that the information provided is correct. If you are not providing any joint bank or utility company statements, you could answer NO but answering YES likely wouldn't make a difference either as it would just lead the Home Office to look for the relevant consent form in the supporting documents. Might be worth including the consent form anyway as it may be needed to verify any of the cohabitation evidence. my thinking is to say NO because the only joint account we are providing is a council tax bill. Does that count as a utility company in this instance?
