Fiance visa for non-british couple

I am wondering if the fiancé visa is also for a non British person who’s engaged to another non British person (who holds a work visa in the UK)? Anyone has experience with this?

Normally, we'd go through Tier 2 dependent but due to COVID our wedding has been massively delayed and we haven’t had enough cohabitation periods (few years of long distance). We do have plan and proof of arranging for marriage registration and wedding though.

No, the fiance visa is not for a tier 2 migrant and their partner. The fiance visa is only for partners of those who are settled (ILR) or British.
