SWITCHING FROM TIER 4 TO TIER 2

My friend is on TIER 4 general, she has completed BA honours from BRADFORD COLLEGE UNIVERSITY CAMPUS of three years.

She received transcript and course completion letter (academic reference) confirming she has passed the course but waiting for degree.

Without degree can she eligible for TIER 2 visa?

The BA honours for three years is acceptable to switch from TIER 4 to TIER 2?

The BA honours from BRADFORD COLLEGE OF UNIVERSITY CAMPUS is acceptable?

Without degree is acceptable (got passed transcript and academic reference)?
