Parents Family Long Term Visa after appeal

Hi

April 2013 I applied for long term multiple (5 yrs) entry visa for my mother which was rejected on the gound of provided photocopies of orignal documents with application instead originals. Later during review they added few more objections. After a wait of almost 1 year I have got the appeal outcome as "allowed" ofcourse after hearing in Hatton cross UK.

In 2009 I also applied for 10 yrs visa for my mother which was also rejected and later on appeal it was also "allowed", but ECM (New Delhi India) gave just 6 months visa instead long term entery visa.

For the application 2013 we got the hearing outcome last week, I'm wondering what can be done this time that ECM should give long term 5 yrs visa.

I'm not sure if there is anything legal to force ECM.
