Spouse Visa Application Question

My cousin has a wife in India and 2 children. 1 child is 16 years old and the other child is 19 years old.
My cousin has owned a house in the Uk for the past 2 years.
He is now selling it and will get £100,000 profit from the selling.

Can he apply for spouse visa as soon as he has the £100,000 in his bank account?
Or does he have to wait 3 months and then he can apply?

Does his wife have to do the English test?
Some one advised him that because he has £100,000 in his bank account his wife does not need to do the English test. Is the correct?
Will his children need to do the English test?
Spouse Application: 7th January 2013
Application Refused: 18th March 2013
Appeal Allowed: 29th May 2014
Visa Stamped: 7th August 2014
FLR (M): Applied in Person at Croydon 12th April 2017
BRP Recieved: 18th April 2017

As long as he has proof of ownership of the property he can apply as soon as he has the money.

I don't know anything about the language test, however I do know the money in the bank will make absolutely no difference...

The child who is 19 will only be able to apply as a dependent in exceptional circumstances.
