ILR(LR) form: Help for Question E3 please

Hi All and Seniors,

I am going to apply for my ILR ON 10-years basis. I need help for the above mentioned question please as I was caught by a police officer in jan 2010 with the speed gun in his hand and been given 3 penalty points & £60 fine.He asked me whether I wana go to court against his decision or I accept it. I accepted it at the spot and paid the fine in local police station couple of days later. Received my counter part later having the code SP30 on it.
Do I have to mentioned it against the Question E3 " Do you have any civil judgements against you or any civil penalty under the UK Immigration Acts?"
YES OR NO(as I did not appear in the court)

Would really appreciate and thankful for the time you would spend on this query please

The set o form clearly states that fixed penalty notices like your case shouldn't be mentioned as criminal convictions.
Don't worry about this for ilr purposes.

Does this also apply to Family Court proceedings also? if there is family court judgement (Divorse, childern etc), would that needs to be mentioned in E3 section? or Family court judgements do not need to be mentioned as those are not civil judgements?
