Does FLR(M) BRP mandatory to apply on SET(M)

Hi
My spouse have FLR(m) recent;y from Crydon PEO, and no yet received her BRP, is it ok to apply Set(M) with only the conformation letter from UKBA?

Hi
AS not yet received any BRP and will apply SET M with the confirmation of FLR m Letter (From PEO)
So that need small advice regarding the application of SET M section SECTION 6 - BIOMETRIC RESIDENCE PERMITS.
Is there any one have done same please share ..
