Non EEA child born in England

I need some advice. I was granted Stamp 4 in Ireland under the Zambrano application based on my irish citizen child. I have another child born in England under 16 who is not an EEA national. Although i mentioned that i was living with both children in Ireland when i made my application the child born in England was not mentioned on the letter which they send to grant the stay in Ireland (stamp 4). I need advice on what type of stamp the other minor child will need since he is not a EEA national and is this a straight forward case of going to the Immigration officer for a stamp in his passport or i have to make another application for him to the repatriation department. The non EEA child is 3 and has been living in Ireland since after birth.
