I think the child, or the parent, would need to live or have lived in the UK or something, to qualify, but I'm not sure what the qualifying length would be.British citizens by descent cannot transmit their citizenship to children born

otherwise than by descent automatically transmit their citizenship to children born abroad.
Your cousin's child is therefore not a British citizen, assuming the father isn't British.
