Continous Period query

Hi All,

I was granted Tier 1 visa on 28 May 2009
Entered UK on 07th July 2009

As per previous discussions I understand as per the 90 days concession I can start my continous perriod from 28 May 2009. In that case I can apply 28 days before 28 May 2014 correct?

But is there a rule or requirement where If I apply say on 15th May 2014, 5 years ago on 15th May 2009 I should have been in the country(UK)?
