Refusal on Inappropriate Salary

Hi,

I have applied on Tier 2 visa but I got refusal due to inappropriate salary, they gave me right to appeal but I filed another fresh application after refusal.

Now the point is when I applied first time, I was on PSW visa which was valid at that time but when I got refusal, my PSW was expired, I got refusal on 19th March and PSW expired on 3rd March. I quickly filed another application and have my biometrics done again on 1st of April. I just wanted to ask that after the expiry of PSW and receiving refusal, did I made right decision? Have I got 28 days grace period after refusal or not because in the refusal letter, there is nothing written regarding to grace period.
