Qualification for OCI status?

My friend's wife and are Indian citizens living in the US. Their daughter of 1.5 years was born in the US. Does their daughter qualify for OCI status?
The Indian Consulate General website gives conflicting information.

Not eligible unless parents are eligible. Apply for PIO.
