Anyone tell me what EU rule they are on about here?

I'm interested in the bit where they say you can not be regarded as an immigrant for one year.
Such a rule must apply equally if I go to Ireland but after 90 days we are told we have to be working etc, so is that wrong?
I am not a forum GURU, I am often wrong
Dont take any notice of anything I post, I'm getting old and havn't the foggiest what I'm talking about.
