spouse visa £18,600 requirements

Just wondering if u could help.

My brother wants to apply spouse visa in september 2014 his wife British citizen have two jobs

Job 1 = since Feb 2014 £16,300 per annum
Job 2= April 14 and £4,000 per annum part time job

Which cat they should apply under A or B when they apply her last 6 month payslips from both jobs would be more than required amount on pro rata basis or they need to look for last 12 month payslips total from sep 2013 to sep 2014 from all jobs?
