Tier2 General Visa transfer from Institution #1 to #2

Can a Tier2 General Visa that has been issued outside of UK be transferred from institution (1) to institution (2) and that employment with institution (1) has not been started? It is the same job category at both institutions.

No. When the sponsor changes, so must your visa. You will have to start the process from scratch, unfortunately.
