3. At the top Form says - (To be filled in duplicate), what does it mean?

They have given a Passport lookalike grey color booklet, as oppose to traditional blue (passport), marked as PIO, has just two page inside, valid for 15 years. Its all hand written, not machine (computer) printed, outdated HCI and their infrastructure.
I was hoping they will stamp PIO vignette (sticker). Now I will have to carry this booklet along with his British passport, pain!

Application type: post
Applications sent : 16/7/14
Applications received by CGI Birmingham : 17/7/14
PIO cards along with documents received : TBC
Documents returned : Asking Parents passports to be sent even though my son Applies based on his previous Indian passport. In HCI London you do not need to submit parents passport. but in CGI Birmingham they have different rules or they are not aware of the requirements.
Advice: If you have to apply in Birmingham , go in person and do not plan for travel.
