Ireland is EEA?

My friend is in relationship with a girl who is from Ireland (Republic of Ireland)
He is overstayed in the UK and he is going to marry with her soon.
is Ireland is part of EEA?
Will he be able to apply for residency card on the basis of her wife ?? She is working full tiem in the UK

please advice

Yes She has Irish Passport .
WIll he be able to apply for RC?

If she only have an Irish citizenship that would be ok.

If they also have British citizenship then things will be more complex.
