Who comes in beneficiary list according to directive 2004

Hi every one,
I just want to know who comes in beneficiary list according to directive 2004?
I am british citizen and have moved in Ireland. Can I apply according to directive 2004 rule for my parents join visa who are in non eu country.
Please let me know. Thanks
