When to enter UK before the course starts

Hello,

My cousin has got offer letter for September intake from University of West London.
He is going to apply for Tier 4 Student visa by mid June (12.06.2014).
Can he mention in the application form that he wants to travel to UK by first week of July?
If the course starts in September when is the earliest he can travel to the UK?

If the course is more than 6 months long then a student can only enter maximum of one month before of the course commencement date.

You can arrive in the UK before your course starts:

up to 1 week before, if your course lasts 6 months or less
up to 1 month before, if your course lasts more than 6 months
