Can EEA RC holder can apply EEA RC for his brother?

Hi
one of my friend married to an EEA national and got EEA RC recently.

one of his brother living in UK illegal but that brother is dependent on him as he cant work also living under same roof from 3 months now.

can he apply EEA RC for his Brother?

the simple answer is no.
You may have to fight a battle more than once to win it.
