They are wrong as under EU regulation PR confirmation does not matter.
If you read the Neutralisation guidance notes then it is clearly written that if you don't have PR or confirmation of your PR eligibility then you have to show your last 6 years time spent in the uk under EU regulation.

You will automatically eligible for BC in August as per HO record.
You don't have to sent anything extra.
Form AN Section 1.36 will cover your 6 years.

Please can any body help me about what suporting documents I need for my naturalisation and if it's the right time for me to apply now, and I do not want to apply for parmanent RC because of the waiting time,
1) I non eea Married to EEA national 20/02/2008
2)EEA RC issued 0/08/2009 for 5yers
3)Divorce in 30/11/2012
4) i apply for EEA2 ROR 0/06/2013
5)New 5yers RC issued 30/03/2014
Please Put all together and advice me thanks.

One more thing please what do you mean by proof of residency since marriage, and I only have my ex treaty right from 2008 to April2012 so at the point of desision in my ROR application my case worker make a phone call to my ex work place to confirm if she was still working with them by the divorce date 30/11/2012 and the answer was yes, so after that HO issue another 5yers for me, so my question now is that how I my goin to proof that point of divorce date again, and how many years proof of adress of me and my EX do i need to add, --------- reply me please thanks.

For PR applications,applicants are require to prove 2 thinks.
1:five years treaty rights.In case of ROR it can be mix i.e, EX partners treaty rights before death,divorce etc and after that point applicants treaty rights.
2:Five years of proof of residency in the uk and as same before divorce EX EEA nationals and non EEA nationals utility bills or bank statements or tendency agreements And after divorce etc applicants proof of residency in the same manner.
