hi everyone,
can i ask do i need stamp from cfo even tourist visa?
i am from philippines and i go tourist to netherlands
everyone can experience like that?

What do you mean by the term "CFO"?
In a few years time we'll look back on immigration control like we look back on American prohibition in the thirties - futile and counter-productive.

Well, the OP wants to travel to the Netherlands, so I don't see what the Foreign and Commonwealth Office would have to do with it.
In a few years time we'll look back on immigration control like we look back on American prohibition in the thirties - futile and counter-productive.

Effective 4 April 2005, the new guidance and counseling procedure for spouses and partners of foreign nationals, or the CFO - SMEF-COW procedure (view the Flowchart of Operations), will be implemented.

Under DFA Department Orders No. 28-94 and No. 11-97, Filipino spouses and other partners of foreign nationals are required to attend the guidance and counseling program as a pre-requisite to the issuance of passports. The objective is to help the said clientele make informed decisions and prepare them for the realities of cross-cultural marriages.

The St. Mary Euphrasia Foundation – Center for Overseas Workers (SMEF-COW), a non-stock, pastoral and social service organization under the administration of the Sisters of the Good Shepherd conducts the guidance and counseling program to Filipino spouses and other partners of foreign nationals at their premises in Manila and Cebu City. The Commission on Filipinos Overseas (CFO) issues the guidance and counseling certificate to clients who have satisfactorily completed the guidance and counseling requirements at SMEF-COW.

Counseling Requirements for Filipino spouses and Other Partners of Foreign Nationals (view the Schedule of Guidance and Counseling Sessions in Metro Manila)

1. Two(2) valid identification cards with photograph
2. Duly completed guidance and counseling form
3. If married, certified true copy and photocopy of marriage contract on security paper from the National Statistics Office (NSO), or the Local Civil Registry Offices (LCRO); or original and photocopy of marriage contract duly authenticated by the Philippine Embassy/Consulate (if married abroad)
4. Other documents as may be required by the counselors; and
5. Payment of P250.00 counseling fee

Note: Only 12 counselees in Manila and 10 counselees in Cebu are accommodated per session, on a first-come, first-served basis.

After receipt of passport and visa, the Filipino spouses and other partners of foreign nationals will have to register with the CFO prior to their departure. Registration is done either in CFO Manila or CFO Cebu Extension Office, Monday to Friday, 8:00 am to 5:00pm. An emigrant registration sticker is affixed to the emigrant’s passport as proof of registration.

Registration Requirements for Filipino Spouses and Other Partners of Foreign Nationals

1. Original Passport
2. Original and photocopy of visa
3. Original CFO guidance and counseling certificate
rhen....we don't (or didn't) know what the heck CFO is/was...it would have been nice if you explained it to us. Anyway for future reference, I assume it is for Filipinos working overseas, or moving with their partners overseas. It doesn't mention anything about registering if you're coming for a visit - but I think you should contact them and ask. The contact details are below.
