Hiring A Bulgarian Employee

Hi

I am desperate to know that is it possible to hire a Bulgarian national as an employee? Does it fulfil the criteria for a "settled worker"?
Please I need these information at the earliest possible moment!

Somebody told me that it must be "settled"?

settled includes European,go through guidance and it will explain you
