british birth cert

a person was born in britain in 1986 has a british birth cert ,to parents who are and were at the time of the person birth malaysian citizen

can this be of any use for immigration purposes in the uk ?

Depends on what you want to do. It won't get you into the UK or allow you to stay or apply for ILR or British Citizenship, since you weren't born a British citizen just by virtue of birth (in 1986).
How long did you live in the UK? Did one of your parents have ILR or equivalent?

Not unless at least one of the parents was a permanent resident ("settled") in the UK, or the person lived in the UK until age 10.

the parent of the person from what i recall was on a student visa but the child was recieving child benefit ( i dont know how that was possible)

Well, since it was the 1980s, maybe the rules on public funds were not as tight as they are now?
Either way, if the child left the UK and settled elsewhere and neither parents had ILR or equivalent, then his birth certificate won't help him with anything, and he would need to go through normal immigration channels as per usual.
