Tier 2 change in employment

Hi,

I am in the Uk under tier 2 general, first granted in 2010 for 3 years and extended for further 2 years in 2013. My employer is refusing to renew the sponsor license that expired on 02.07.2014. I have confirmed with the immigration office that I can change employment and I can apply for NQF level 4 and level 3 jobs and I will still qualify for ILR in 2015. However they could not confirm the following -

1. Will I need to meet the salary threshold of 20,500 or is it sufficient if I am paid at the appropriate rate for my job as per codes of practice list.
2. Will I need to meet any salary criteria when I apply for ILR in 2015.
