Apply for Tier 2 General Visa during cooling off period?

Hi All,

I am back to my home country after being in the UK on Tier 2 ICT Long Term Staff Visa and currently serving the cooling off period of 12 months.

My question is, can I still apply for a Tier 2 General visa (with a UK sponsor giving me a CoS) from my home country within the 12 month cooling off period and then travel to the UK after I have finished the 12 months?
OR
Should I be finishing my cooling off period and then apply for the Tier 2 General visa?

You should complete 12 months cooling off period before start applying for tier-2 general visa, as per the home office rules.
