Cooling period Tier 2 serving in PBS

Hi ,

Currently I am in UK in Tier 2 ICT and my visa expires on Aug 2014. I am aware that I need to serve a cooling period of 12 month to re enter UK in Tier 2. But If I plan my wife to get Tier 2 General after Aug 2014 and apply Tier 2 Dependent Visa for myself.
So if I start working in UK on dependent visa after Aug 2014 in UK then will cooling periond be served in next 1 year i.e Aug 2015.
And can I apply for Tier 2 General after Aug 2015 for myself?
