Expired Canadian Passport - Travelling with EU on BRP?

Possibly a stupid question, but here it goes anyways...

My Canadian wife just received her ILR last month, days before her passport expired.

Her sister is coming to visit later this month, and wanted to possibly fly out to europ with her for a few days.

It could take up to 25 working days for my wife to get a new canadian passport in London.

Can she possibly fly within the EU on an expired passport with a valid Residence Permit card?

No - a residence permit is not a valid form of ID recognised by the EU.

She'll need to renew her passport.
