Eligibality for Tier 2 ICT short term staff

I work in a company ,In which an internal team- "UK COS Team" confirms the eligibility for UK work permit.

Company has checked my eligibility for UK work permit on 17th June 2014 and "UK COS Team" confirmed that I was eligible for the same.

After receiving the confirmation , I have initiated the VISA. But now the "UK COS Team" says that I am ineligible (as of 7th July 2014).They say some rules have changed With effective from July 3rd 2014 and as per new rules I am ineligible and the changes in rules are maintained confidential.

1.Can you please help me in discovering what is the new rule which made me ineligible over 10 days?(rule effective from 1st July 2014)
2.I am applying for Short term staff (COS-ST) to non London location and I am eligible for London location and not eligible for non London location. How?
