urgent. lost passpot and expired student [helping a friend]

one of my friend lost her passport , and it takes one month to get it back (collection date expected to be 18 aug 2014), but her student visa (the Bio card is linked to the lost passport) will expire on 20 aug 2014. She was told that the new passport will have a new passport number. there is another problem that her school can only give out CAS once she got a new passport with a new passport number. She now only has the bio card (student). I have 2 questions:

(1) Can she book UKBA personal appointment (online) without a new passport or using the old passport number?
(2) The school said they must have the new passport in order to give her the CAS, as that is issued with UKBA. Is that true?

She is planning to book online now and arrange personal appointment on 19th aug 2014, by then she would have the new passport. Though she is not sure if her CAS could be done in 1 day.

I would appreciate if anyone can offer any advice. Thanks

Did she notify the police about the lost of passport? If yes does she has any reference number from Police? She might need that. For any reason if there is a delay in getting the new passport and she can't send her visa application on time she can use that reference number as a mitigating circumstances and not become an over stayer.

She will require the passport to get a CAS. If you do not have the passport how come the school will show the passport number on the CAS? She should talk with her school whether they could issue the CAS in one day. If you inform them before they will definitely make some arrangement, again any reference number from police would be require to justify her case

I think rather than going for face to face interview she should send it by post. So if there is any delay she still has till 20 August to send the post.

yes. she got police reference number.
But can you just book an appointment using the police reference number or old passport , with the appointment (in person) time at 19th aug ? so in that case that will make sure she can get the answer on the day 19th Aug.
