Can earnings (£18600) be updated before the decision?

Dear Friends,
My friend applied for spouse visa, FLR (M), and his partner claimed earning from Sep 2012 to Sep 2013 but Home Office considered her income upto end of financial year (4th April 2013) which were £12000 and has put the spouse's application on hold saying the case is already in court of appeals. Now the decision has been made by the court of appeals.

Query;
1. Can her partner update her earning to the home office for the financial year 2013-14 (5 April 2013 to 4 April 2014) as she has earned £20000, before the refusal decision by home office in next few days?
2. For this purpose which form has to be used (as we could not get application vary form) or we have to put new application and pay the new fee or just circumstances change form?

I would very grateful to you for your kindness and providing the information as this forum has given valued informations to the members.

I think Appendix FM-SE restricts supplying additional evidence after the application date in relation to the Financial Requirement. Although a tribunal may be able to consider such evidence after the decision date.
