dependant to T2G

Hi,

I been on tier 2 general and my wife as my t2g dependant . Recently I changed my job so me and my wife got the new t2g visa. Whilst I was looking to change my employment my wife was trying for a permit of her own and she got the restricted COS issued from her company with a date.

My questions being, since she was just issued a visa as myT2G dependnant can she apply for a t2g straightaway or is there a time frame before she can apply ? even though she can continue as my dependant , we wish to take this chance since the company has issued restricted COS after RLMT which I believe is only valid for 3 months ?
Since its restricted does she have to apply from her country or can she do it here ?

Your wife can apply for T2 entry clearance from home country any time within 3 months of the date of the assignment of her T2G restricted CoS.

Does she need to do TB test ?

Passport
3 photos
Restricted COS document from company
UK bank letter showing 945 last 3 months
university letter/certificate to prove english language

Do she need anything more as in any council bill or utility bill to prove her address here etc ?
