Advice on previous unfinished PhD studies

I am currently enrolled for a PhD programme, which I am suspending because I am switching to a PhD programme at another university in September, due to lack of synergy between myself and my current research group. I was told that they will give me a Masters at my current university if I were to finish the year and hand in a dissertation.

However, I already hold a bachelors and a masters, both obtained in the UK under a pre-PBS student visa and a PBS Tier 4 visa respectively. I'm concerned about the progression rule they have at the UKBA. Should I just quit and not take the Masters, and just mention in my application that the current PhD programme didn't working out?

Both universities are Highly Trusted Sponsors (Premium). Hope to get some advice here. Please and thank you.
