I have a few queries regarding visa for job profiles under Shortage Occupation list - Tier 2 gen

1. Are candidates who fall under this category more likely to get a visa
2.Currently, how open are industries to sponsor certificate for such category in the job market
3. How long does the visa process take to complete.
4. can a dependent of this visa work without an independent work visa
