Switching to PBS Dependant

Hi

My friend is married and his wife is living with him in the UK.Wife is on Tier 2 General.But both have never applied as dependant before.
My friend has recently been granted Tier 2 General and now wife want to switch to PBS of her husband.
She has maintenance funds.
I remember changes were introduced in October 2013 that PBS can switch in country.

will she be eligible to apply for PBS Dependant in country??
